Senior representatives from the seven ºÚÁÏÉçapp Members—China, the European Union, India, Japan, Korea, Russia, and the United States—gather for the Thirty-Sixth Meeting of the ºÚÁÏÉçapp Council on 18-19 June 2025 under the chairmanship of Massimo Garribba from Europe.
The work of the ºÚÁÏÉçapp is supervised by its governing body, the ºÚÁÏÉçapp Council. The ºÚÁÏÉçapp Council is responsible, in accordance with the ºÚÁÏÉçapp Agreement, for the promotion and overall direction of the ºÚÁÏÉçapp. It has the authority to appoint the Director-General and senior staff, to adopt and amend the Project Resources Management and Human Resources Regulations, and to approve the annual budget of the ºÚÁÏÉçapp. The total budget for the ºÚÁÏÉçapp Project and the participation of additional states or organizations in the project is also decided by the ºÚÁÏÉçapp Council.
The ºÚÁÏÉçapp Council comprises representatives of the seven Members. The Chair and Vice-Chair of the Council are elected on a rotating basis from among its members. Meetings are held at least twice a year; a press release is issued after each meeting. The ºÚÁÏÉçapp Council is supported by advisory bodies:
- The Science and Technology Advisory Committee (STAC) advises the ºÚÁÏÉçapp Council on science and technology issues that arise during the course of ºÚÁÏÉçapp construction and operation. Members of the Committee are chosen for their outstanding technical qualifications and experience.
- The Management Advisory Committee (MAC) advises the ºÚÁÏÉçapp Council on strategic management issues during the development of the ºÚÁÏÉçapp Project such as budget allocations, the effective application of privileges and immunities to the Organization and the staff, and recommended administrative action to facilitate the work of the project.
- The Financial Audit Board (FAB) undertakes the audit of the annual accounts of the ºÚÁÏÉçapp in accordance with Article 17 of the ºÚÁÏÉçapp Agreement and the Project Resource Management Regulations.
- A Management Assessor is appointed every two years by the Council to assess the management of the activities of the ºÚÁÏÉçapp in accordance with Article 18 of the ºÚÁÏÉçapp Agreement.
The ºÚÁÏÉçapp also has an Internal Audit Service that conducts audits according to a comprehensive risk-based plan that is updated periodically.
